Abstract

The scheme of public security in a significant percentage of Latin American countries, in addition to the problems of security and coexistence, the challenge of consolidating a police whose performance and functional characteristics are consistent with the basic principles of the democratic regime faces. The paper addresses this debate and theoretically identifies the characteristics that must have the police performance to be listed as democratic, while promoting reflection on the deficit it has in Latin America.
