The governance of scientific research in universities can be understood as the set of institutional arrangements, norms, organizational practices, and decision-making mechanisms that guide the type of research conducted, its priorities, the standards of quality and integrity it adheres to, and the responsibilities it bears to society (Zamora, 2017). Analytically, governance is not simply about project administration or resource management; it involves a broader architecture of authority, coordination, accountability, and legitimacy, where internal actors, such as academic bodies, authorities, scientific committees, and research offices, and external actors, such as funding agencies, regulatory frameworks, international networks, evaluation systems, and societal demands, interact.
