Covid-19, rights of the relatives of the disappeared and technology

Abstract

The general aim of this article is to analyze the impact of the pandemic caused by Covid-19 on the rights of the victims and relatives of the disappeared, in terms of truth, justice, reparation and the guarantee of non-repetition. The author makes a descriptive study to understand the problems posed by the pandemic, considering the historical and social context of the victims, and the political and institutional management by the Government. For which and because it is an unexpected and recent situation, he goes to information from the media, official documents, empirical observation of what is happening in this regard, and reinforces the content with academic literature. The writing focuses on the effects of the pandemic in Colombia, which may well be the same in Mexico and other Latin American countries. The article makes it possible to visualize the institutional deficiencies and violations of the rights of the victims during the pandemic, but it also concludes on the need to improve and take advantage of the use of technology for the search and identification of the disappeared.
