Diagnosis of the divided governments in Nuevo León

Abstract

This document focuses on analyzing the divided governments in the state of Nuevo León, derived from constitutional engineering, party systems, as well as access to popularly elected positions through citizen means. The heads of the Executive Branch and the Legislative Branch can access their positions either through a political party or through independence. Derived from the above, the documentary analysis method was applied, the qualitative approach, the non-experimental design, the last six legislatures were analyzed. From the review of the documents, a classification of the divided governments that have been presented was constructed and as this is the first federal entity in which the head of the Executive Branch takes office without the support of a political party. It concludes with the reclassification of divided governments and establishes the classification of independent divided governments, where the head of the executive takes office without the support of a political party and faces a partisan opposition parliamentary majority.
